A method and apparatus for measuring transmission line parameters, such as the post-dial delay, the line rate, the near-end and far-end echo level, the noise level and the signal level, among others. The dedicated measuring device connects to a non-dedicated data terminal over a voice transmission line and, through the exchange of control signals with the data terminal, implements a test and measurement system that derives the various parameter measurements of the transmission line. Once all required parameter measurements have been determined, the measuring device disables the connection with the data terminal without engaging in a user payload data exchange with the data terminal.
