A person wanting an entitlement, such as welfare, typically inputs his fingerprint to a database. On a match with a fingerprint already in the database, a profile of the person with the matching fingerprint is retrieved to guard against double dipping. There is a concern for the privacy of the information in the database. To assure privacy, the profile associated with each fingerprint in the database is encrypted so that when a new person attempts to enroll and a matching fingerprint is found in the database, the associated profile returned is encrypted. In order to access this encrypted profile, PINs are required from one or two authorized operators. The PIN of an authorizes operator is stored on a card in an encrypted fashion such that it may be recovered by the authorized operator inputting his fingerprint to the system. One or both PINs are needed to decipher the profile.
L'invention est une base de données contenant les empreintes digitales des personne désirant toucher des prestations, par exemple des prestations d'assistance sociale. Pour empêcher le cumul des prestations, le profil d'un prestataire ayant les mêmes empreintes digitales qu'un nouveau demandeur de prestations est extrait de la base de données. Les informations contenues dans la base de données sont confidentielles. Le profil associé aux empreintes digitales d'un prestataire enregistré dans la base de données est chiffré, de sorte que, quand un nouveau demandeur désire s'inscrire et que ses empreintes digitales se trouvent déjà dans la base de données, le profil associé est extrait sous forme chiffrée, ce qui assure la confidentialité des informations. Les NAS d'un ou deux opérateurs autorisés sont nécessaires pour déchiffrer ce profil. Le NAS d'un opérateur autorisé est enregistré sur une carte sous forme chiffrée et peut être extrait par cet opérateur autorisé quand celui-ci introduit ses empreintes digitales dans le système. Un NAS au moins est nécessaire pour déchiffrer le profil.
