A mat of bulk material including intermingled wood chips or other fiber material and a binder is consolidated and pressed in a hot press to form a panel initially having smooth surfaces. A cure retarding agent or a slower-curing binder is applied to or mixed into an upper layer of the bulk material mat so as to retard the curing of the binder in this upper layer, so that the upper surface of the panel exiting the hot press is not yet fully cured and remains soft. Alternatively, a softening agent is applied onto the upper surface of the substantially fully cured and hardened panel exiting from the hot press, to re-soften the upper surface of the panel. Then a roughness or texture is embossed into the soft upper surface of the panel, followed by complete curing and hardening of the roughened or texturized surface. An apparatus to carry out the method includes bulk material spreaders, a conveyor, a hot press with smooth press bands or platens, a cure retarding agent or softening agent application device, and a texture embossing device.
