ABSTRACT OF THE DISCLOSURE A metal or painted surface, including gel-coated fiberglass, is cleaned and positively charged, preferably with a cleaning composition including organic acid crystals and a cationic surfactant. The surface is then protected with a protective composition including negatively charged polytetrafluoroethylene polymer resin particles, preferably in an aqueous dispersion in the form of a hydrophobic colloid with resin particles of 0.05 to 0.5 microns or larger in size. 16
