A mixture of a methylene chloride solution as a halogen-containing solvent or a chlorine-containing solvent with water is put in a treament tank to generate vapors. The generated methylene chloride vapor, water vapor, and occasionally surfactant vapor penetrate into a waste synthetic resin film (W). When the interior of the treatment tank (T) is evacuated, chloride ions (Cl-) and methylene free radicals (-CH2-) generated from the vapors exhibit an oxidative effect for a longer time more strongly than usual. This breaks a long-chain hydrocarbon molecule constituting the synthetic resin or the like to carbohydrates, alcohols, and water, so that the waste is dissolved or decomposed. Further, harmful components of PCB and fat or oil components of animals, fish and the like are decomposed.

Un mélange d'une solution de chlorure de méthylène (solvant contenant un halogène) ou d'un autre solvant contenant du chlore et d'eau est mis dans une cuve de traitement pour générer des vapeurs. La vapeur générée de chlorure de méthylène, d'eau et éventuellement d'un tensioactif pénètrent dans le film (W) des déchets de résine synthétique. Ceci permet de briser les molécules longues des hydrocarbures à chaîne longue constituant les résines synthétiques ou similaire en hydrates de carbone, alcools et eau, de sorte que les déchets sont dissous ou décomposés. En outre, les composants nocifs du PCB et les composants gras et huileux d'animaux, de poissons et similaire sont décomposés.
