A method for arranging the raw material, energy and waste management of a production plant manufacturing pulp and/or paper and/or board from recycled fibres, as well as a production plant applying the method, which plant is advantageously placed in the middle of a residential community or in its immediate vicinity and comprises equipment for the manufacture of pulp and/or paper and/or board as well as equipment for the production of energy for at least the production plant's own needs. The production plant uses as fibre raw material waste paper and/or board generated by the residential community and as the source of energy combustible waste generated by the residential community. Moreover, it utilizes as far as possible waste fractions which are produced as by-products in production processes and which contain raw material and energy either as raw material or as energy or, alternatively, these fractions are supplied outside the production plant for useful use.

L'invention concerne un procédé d'aménagement de matières premières, d'énergie et de gestion des déchets d'une usine de production de pâte à papier et/ou de papier et/ou de carton à partir de fibres recyclées, ainsi qu'une usine mettant en oeuvre le procédé. Cette usine est placée avantageusement au centre d'une communauté résidante ou à proximité immédiate de celle-ci, et comporte les installations nécessaires à la fabrication de pâte à papier et/ou de papier et/ou de carton ainsi que les installations nécessaires à la production d'énergie pour les propres besoins de l'usine au moins. L'usine utilise comme matière première fibreuse des déchets de papier et/ou de carton produits par la communauté résidante, et comme source d'énergie les déchets combustibles produits par celle-ci. De plus, l'usine utilise autant que possible comme matière première ou comme énergie des fractions de déchets qui constituent des sous-produits de processus de production et contiennent des matières premières et de l'énergie, ou, dans un autre mode de réalisation, fournit ces fractions de déchets à des agents extérieurs à des fins d'exploitation.
