A method for controlling radio communication between a terminal and a communications system in a communications system wherein the communications connection between the system and the terminal is established via an active radio network controller and active base station, wherein the active radio network controller maintains a first list (candidate set) of base stations for selecting an active base station for the connection, wherein prior to a handover between radio network controllers a second list (external base station candidate sets) is compiled in a neighbouring radio network controller of those base stations that would constitute the candidate set should the neighbouring radio network controller be made the active radio network controller, and the candidate set of the new active radio network controller is established on the basis of the external base station candidate set.
