A system and method for reducing the overall cell loss ratio in switching networks, while maintaining service fairness during periods of traffic congestion. The method includes controlling data flow in a data switching system having an ingress and an egress. The method commences by detecting an egress congestion condition. Data flow in the switching system is then decreased in response to the detected egress congestion condition. If an ingress congestion condition is then detected, data flow in the switching system is increased. The switching system has an ingress and an egress, and includes a switch fabric for switching data units from the ingress to the egress. An egress card has a first feedback link to the switching fabric. The egress card has an egress congestion monitor for detecting an egress congestion condition and for notifying the switch fabric, through the first feedback link, to decrease data flow to the egress upon detecting the egress congestion condition. An ingress card has an alternate forward link to the switch fabric, and an ingress condition monitor for detecting an ingress congestion condition and for notifying the switch fabric, through the alternate forward link, to increase data flow from the ingress upon detecting the ingress congestion condition.
