A packet-data-capable mobile station registers its care of address with its home agent in response to the mobile station being powered up. When the mobile station powers up, it sends a message to its base station. The message can be an origination message with packet-data service option or a registration message with a new parameter. The message triggers mobile IP registration of the mobile station into a home agent of the mobile station irrespective of whether the mobile station has sent packet data after power-up or has roamed to another network from the network in which the mobile station powered up.
