A personal verification system and method is provided. The system includes a mobile unit for reading biometric information (e.g. fingerprint data) and personal information, which is recorded in the memory (e.g. barcode) of an ID card and reading the biometric information of a person who presents the ID card. Data matching is carried out. The biometric information and personal information is compressed, encrypted and pre-recorded in the barcode when the ID card is issued. The mobile unit automatically determines whether the person who presents the ID card is a person to whom the ID card was issued, and verifies the authenticity of the ID card itself.
