Then, the user inputs, from the transmitted map, the number of the stories of a building where he desires to utilize the communication service, further inputs the direction of an antenna, and transmits the inputted story number and antenna direction (Step S7). The area decision server (13) reads base station information from a base station DB (24), and calculates the transmission characteristics between the antenna and the base station to decide whether the communication is possible or not therebetween. If possible, the sign-up application is accepted.

Lorsque l'usager choisit une adresse à partir de la liste d'adresse et transmet l'adresse choisie, un serveur décisionnel de zone (13) extrait et lit une carte correspondant à l'adresse choisie à partir d'une base de données de cartes et transmet la carte à l'utilisateur (étape S6). Ensuite, l'usager effectue une entrée, à partir de la carte transmise, du numéro d'étage d'un bâtiment où il souhaite utiliser le service de communication, et effectue en outre une entrée de l'orientation d'une antenne, et transmet le numéro d'étage et l'orientation d'antenne saisis (étape S7). Le serveur décisionnel de zone (13) lit une information de station de base à partir de la base de données d'une station de base (24), et calcule les caractéristiques de transmission entre l'antenne et la station de base pour déterminer si la communication est possible ou non entre les deux. Si la communication est possible, l'inscription du postulant est acceptée.
