Solid polymer electrolyte fuel cells are typically assembled in a dry state and need to be activated before normal power producing operation can begin. In the activation process, the solid polymer electrolyte and catalyst layers are :hydrated. Activation is often accomplished by operating the fuel cell under controlled conditions as part of the assembly process, thereby generating water for hydration in-situ. However, the fuel cell can essentially be activated prior to its operation in a rapid, simpler manner by directing water vapor, in particular steam, over the fuel and/or oxidant electrodes.
