An apparatus for controlling a plurality of bearers in a cellular telecommunication system is described. The bearers are data transmission paths relating to a mobile communication element and each bearer has at least one transport format describing properties of the bearer. The apparatus is configured to construct a set of allowed transport format combinations, the transport format combination being a combination of transport formats of a plurality of bearers, in a network element of the cellular telecommunication system. The apparatus is also configured to communicate information specifying the set of allowed transport format combinations to the mobile communication system for constructing the set of allowed transport format combinations at the mobile communication element.
