A method for dispensing reinforcement fibers (12) to make a preform or laminate includes winding a continuous length of a reinforcement fiber (16) into coils (28) around a form (26, 42, 50) having a longitudinal axis (30), moving the coils (28) axially with respect to the form (26, 42, 50) to engage a cutter (36, 46), cutting the coils (28) to form discrete length reinforcement fibers (12), and dispensing the discrete length reinforcement fibers (12).
