ABSTRACT The invention is a method for forming a solid polymer electrolyte (SPE) structure comprising the steps of heating a fluorocarbon membrane, while it is in its thermoplastic form, contacting a plurality of catalytically active, electrically conductive particles with the fluorocarbon membrane while the membrane is in its thermoplastic form, subjecting the membrane/combination to pressure, contacting the membrane particle combination with an electrically conductive, hydraulically permeable matrix, and subjecting the combination to pressure thereby forming a laminate having a membrane on one side, a matrix on another side and a plurality of catalytically active particles therebetween. The SPE is particularly applicable for use in electrolytic cells, such as chlor- alkali cells, and is effective in minimizing electrical resistance between a current collector and the SPE. 33,320A-F
