Genetic modification of a plant cell is described. A plant structural gene is inserted into T-DNA comprising a T-DNA promoter. The promoter and the plant structural gene are in a position and orientation with respect to each other wherein the T-DNA promoter is upstream from the plant structural gene in the direction of transcription, and within a sufficiently close distance therefrom such that the plant structural gene is expressible in a plant cell under control of the T-DNA promoter. The T-DNA promoter/plant structural gene combination so formed is transferred into a plant cell for expression of the plant structural gene.
