A method for making metal oxide agglomerates includes the steps of: preparing a mixed material by adding water and an acidic substance to metal refinery waste including metal oxide which is the main component, a carbonaceous substance in an amount sufficient for reducing the metal oxide, and 0.7 percent by mass or more of an alkali metal on a dry basis; and agglomerating the mixed material to form green agglomerates. The green agglomerates are then dried with a dryer to obtain dry metal oxide agglomerates exhibiting a high strength.
