The frame holds the diamond tool chip in a predetermined fixed position and thereafter, powdered metals are inserted into the cavity formed by the frame and these powders are compressed and sintered to thereby form a shank of predetermined profile about the chip thereby creating a tool comprising an intregal sintered shank and diamond chip tip.
