ABSTRACT OF THE DISCLOSURE The present invention teaches a dispersion which comprises a dispersoid which comprises a finely di- vided phosphorus-vanadium-oxygen precursor having a phosphorus to vanadium atom ratio of between about 0.9:1 and about 2:1 wherein a substantial amount of the vanadium is tetravalent vanadium, a liquid chemically inert with the dispersoid and at least about 0.01 weight percent of a surfactant selected from the group consisting of anionic, nonionic, zwitterionic, and ampholytic compounds and mixtures thereof. The use of a surfactant results in the phosphorus-vanadium-oxygen catalyst precursor being finely divided with the resulting catalyst exhibiting improved results in yield of the product.
