A method is used to produce a hydrorefining catalyst containing an inorganic oxide carrier and a hydrogenation-active metal in which pores having pore diameters of not more than 50 nm have a pore volume of not less than 0.4 cm3/g, pores having pore diameters of not less than 50 nm have a pore volume of not less than 0.2 cm3/g, and pores having pore diameters of not less than 1000 nm have a pore volume of not more than 0.1 cm3/g. The method comprises the steps of mixing and forming a pseudo-boehmite powder which has a phase transition temperature to .alpha.-alumina of 1220 to 1240 °C; and calcinating the formed pseudo-boehmite under a condition in which the pseudo-boehmite is converted into .gamma.-alumina.
