A method for selecting routes in a circuit-switched network such that multiple requests to create a circuit are distributed efficiently among a plurality of routes each having different characteristics. For each request. candidate routes are first selected using coarse criteria, they are then sorted using a probabilistic algorithm. Each route is then tried sequentially until the circuit has successfully been created. Further, the results of the efforts to create the circuit, and the measured charasterictics of successfully created circuits are used as parameters in subsequent route selection decisions.
