The present invention is related to a wireless communications system. In the wireless communications system service areas are partitioned into a plurality of cells wherein a set of communications channels is available for allocation among the cells and the administration of channel assignments requires the autonomous determination of channel assignment admissibility criteria based on data collected during system operation. The system is comprised of a unit for initiating system operation by determining admissibility of a channel. A unit is provided for assignment of channels through the use of peer (base station to base station) signal strength measurements.
