The present invention comprises an apparatus and method for measuring the content of water in unrefined hydrocarbons by calibrating a capacitance measuring device to match field measurements of refractive index of emulsion of oil and water to linear data (refractive index of oil versus density of oil) published in the public domain. This method provides a basis for converting the output of the capacitance measuring device using the known value of water content and density of two batches of emulsions, one at the upper emulsion density (heavier oil) and one at the lower emulsion density (lighter oil). The output of the probe characterized by the calculated effective dimensions of the probe can be used to calculate the refractive index of the emulsion. An online procedure may be used to calculate the actual density of oil from the density of emulsion as measured by a density measuring device. The density measurement may then be applied to a linear curve fit obtained from the data published in the public domain to calculate the value of the refractive index of the oil. The water content of water in emulsion may then be calculated from a linear equation derived from first principles of physics. The resulting equation is a function of the refractive indices of dry oil, emulsion of oil and water.
