A method for thawing frozen road culverts which includes the following steps. A first step involves providing a collapsible tube having an interior cavity and opposed ends. The opposed ends are closed by fluid impervious end closures. A second step involves positioning the collapsible tube in a road culvert prior to an ice blockage occurring. One of the opposed ends is positioned upstream of an anticipated ice blockage site and the other of the opposed ends positioned downstream past the anticipated ice blockage site. A third step involves applying a vacuum to the collapsible tube until the collapsible tube collapses. This creates a void in an ice blockage adjacent to the collapsed collapsible tube which serves as an immediate flow channel.
