A method of agglomerating oil-containing steel mill waste includes the step of combining a first steel mill waste component with a second steel mill waste component to form a mixture. The first waste component includes substantially dry non-oily steel mill waste (30) and the second waste components includes oil-containing steel mill waste (32). The first waste component and the second waste component are agglomerated.
