ABSTRACT OF THE DISCLOSURE An apparatus is capable of forming a tubular filter element of a filter material on a tubular mandrel which has a hollow interior and a cyl- indrical outer surface. A press roller within the mandrel forces the mandrel against a pair of drive rollers which can be rotated to cause the mandrel to rotate. The filter material is inserted between the drive rollers and the mandrel to cause it to be wound about the mandrel as the press roller applies sufficient force to insure that the filter material will be tightly wound about the mandrel. If the filter material is a nonwoven filter media of cur- ed glass fibers or uncured glass fibers which have been set up from exposure, the glass fibers are reactivated by wetting prior to being wound about the mandrel. If the filter material is a screen material, a tensioning device further insures that the screen will be tightly wrapped about the mandrel.
