The receiving device is supported at the outlet of the feed line and is arranged to convey the liquid downwardly from the feed line into the settling tank. A holding basket is located within and spaced inwardly from the inner surface of the receiving device. A solid flocculant block is located in the holding basket. A mixer is secured to and extends downwardly from the receiving device below the holding basket. The lower end of the mixer extends downwardly into the settling tank below the liquid level therein.
