A time necessary for encrypting and decrypting an electronic form may be reduced. The encrypted data block in the document is decrypted by using a decrypting key corresponding to a specific worker, and it is determined how to display the data block and execute a processing in response to whether or not the encrypted data block is decrypted correctly or the existence of the data block.
