ABSTRACT OF THE DISCLOSURE A cation exchange membrane made of a fluorinated polymer is used in a form of ion exchange groups having the formula Image , wherein X represents an alkali metal atom, an alkaline earth metal atom or -NRR' and R and R' respectively represent hydrogen atom or a lower alkyl group; and m is a valence for the group X. The membrane in the form of ion : exchange groups having the formula -COOL, wherein L represents hydrogen atom or a C1-C20 alkyl group, is melt-bonded to said electrode and then, converting the ion exchange groups in the form of -COOL into the ion exchange groups in the form of Image .
