Disclosed is a method for decontaminating PCB-containing transformers to obtain treated transformers containing less than 50 parts per million (ppm) polychlorinated biphenyls (PCB). The transformer is initially drained of all PCBs, then the core/coil assembly is removed. The internal surfaces of the transformer are then cleaned using a solvent wash process. A solvent is circulated through cooling fins and interior surfaces of the cooling fins are flushed with a replacement non-PCB fluid. Finally, a new core/coil assembly is installed.
