ABSTRACT OF THE DISCLOSURE This invention relates to an improved method of manufacturing a concrete manhole casing, manhole safety steps, and plugs for use therewith. The method includes fabricating a form for the manhole of a predetermined shape and size, and securing a plurality of retractable arbors on the inside surface of the form, each arbor located at a pre- determined position. The arbors are extended through the form and a sealed plug is placed on the end of the arbor. The concrete is poured, vibrated and compacted and then the arbors are retracted leaving the sealed plugs in place. The plugs having a threading on the outside and a novel locking structure on the inside which securely locks the arm of a manhole step there to provide an excellent and secure hold. The seal keeps the plug free from debris until ready to use. The process provides an efficient method of forming a manhole using the novel plug.
