Disclosed is a method comprising the steps of protecting the hydroxyl group-at C-3 in a compound having the formula of: (see formula I) wherein Y is carbonyl group or (see formula II) in which R1 is acetoxyl group, and R2 is a hydrogen atom or ethynyl group, and R3 is a hydrogen atom or acetoxyl group, to form a protected compound having the formula of: (see formula III) wherein Y and R3 have the meanings as defined above and R5 is a protective group, and subjecting the protected compound to Baeyer-Villiger oxidation in the presence of a peracid and an alkali metal salt selected from the group of consisting of disodium hydrogen phosphate, dipotassium hydrogen phosphate, sodium hydrogen carbonate, and potassium hydrogen carbonate to form a 2-acetoxyl compound having the formula of: (see formula IV) wherein Y, R3 and R5 have the meanings as defined above.
