A method is provided herein for operating a cellular radio telecommunication network to program cellular radiotelephone units remotely. The method includes the step of identifying an electromagnetic spectrum to be used by the network. The method includes the further step of dedicating a first portion of the spectrum to exclusive use in controlling and setting up calls. The method includes the further step of dedicating a second portion of the spectrum to exclusive use in conveying voice communications for the calls. The method includes the final step of dedicating a third portion of the spectrum to exclusive use in remotely programming the units so that the units may participate in the cells.
