Abstract The invention provides a liquid for impregnating a fibrous cellulosic web , the liquid comprising a mixture of at least one alkali metal silicate solution, a plastics dispersion and a surfactant, characterised in that the liquid comprises; 50-85% by volume of sodium silicate solution; 1-36% by volume of potassium silicate solution; substantially 10% by volume of a plastics dispersion; substantially 2% by volume of a 10% surfactant; and substantially 2% by volume of silicon dioxide chloride in a 50% by volume water solution. The invention also provides a method of treating a fibrous cellulosic web for producing sheets, tubes or other elements, comprising the step of fully immersing the fibrous cellulosic web in an impregnating liquid prior to formation of the fibrous cellulosic web into the sheets, tubes or other elements, characterised in that the impregnating liquid is as described above. The fact that the fibrous cellulosic web passes through an impregnating liquid prior to being formed into sheets, tubes or other elements increases the rate of penetration into the material and therefore shortens the production time of fully impregnated materials. The properties of the material are also enhanced sufficiently to enable elements suitable for use in the building industry to be made.
