ABSTRACT OF THE DISCLOSURE The invention provides a method of upgrading low grade coal. The low grade coal is finely pulverized. The finely pulverized coal is subjected to dry distillation. A tar obtained by the dry distillation is added to an aqueous slurry together with the dry-distilled coal to effect sub- merged granulation. The agglomerated coal particles are then removed from the water. The resulting coal particles have significantly reduced water and ash contents.
