There is disclosed a method and apparatus for turning a web up onto a new empty core by severing the web from a full wound roll. The method utilizes at least one water jet cutter located immediately upstream and adjacent to a nip formed between a driving drum and an empty reel core. The method of cutting further utilizes twin water jet nozzle tail cutters located further upstream of the first water jet cutter. The twin cutters cut a strip into the web from the interior of the web which strip is directed downstream past the first water jet cutter. The first water jet cutter is limited to cut across the strip to form a leading tip that is wrapped around the new empty core. Once this wrapping onto the new empty core starts, the water jet tail cutters move to the outside edges of the web thereby widening the strip to the complete width of the web which is then wound onto the new empty core. By pressing the leading strip into the nip without the use of tape or a downstream air device, the amount of wrinkling of the first layers of paper on the new empty core is reduced thereby significantly reducing damage to and wastage of the paper wound onto the new empty core.
