ABSTRACT OF THE DISCLOSURE A device and method for fabrication of military ribbons. The method comprises wrapping ribbon fabric about a rigid ribbon-forming blank having rearwardly positioned fold-over grooves along its upper and lower edges, and flattening those edges about a ribbon form back plate, in which mounting pins have been positioned, to hold the ribbon form back plate and fabric in position. The device comprises a frame having a channel within which sits the ribbon-forming blank, with ribbon wrapped thereabout and ribbon form back plate in position in the fold-over grooves, so that a press bar may be depressed onto the ribbon-forming blank, in the groove, to flatten the edges of the fold-over grooves.
