An manually portable apparatus is provided for cooling a carbonated beverage stored in a container and dispensing non-foamed carbonated beverage. The beverage is preferably beer. The apparatus comprises a housing containing a conduit. A pressurizing device is attached to a beer keg for maintaining the beer under pressure in the keg. The conduit communicates between the beer keg and a tap located on the exterior of the apparatus. A submersible pump circulates a water and ice cooling mixture over the conduit for cooling the conduit. The housing has a perforated side-wall that surrounds the conduit to protect the conduit and the pump from being damaged by ice particles. The pump is positioned to continuously circulate cold water over the conduit for maximum heat exchange.
