ABSTRACT A mixing chamber defined by a substantially cylindrical body wall, upper and lower and walls, an inlet and an outlet leading into the chamber, the inlet extending through an end wall and the outlet extending through the cylindrical wall, a cylindrical elastomeric element that substantially fills the chamber is urged against the end wall to normally close the inlet, the cylindrical wall having turbulence producing flutes therein, the element being adapted to be displaced from the inlet by pressure to create an orifice.
