A mobile communication system for relaying user data includes a plurality of base station apparatus and a core network apparatus. Each of the base station apparatus forms a cell for connecting to a terminal through a wireless link. The core network apparatus can be connected to the base sta- tion apparatus. Even when the terminal moves between the base station appa-ratus while the terminal is in an active mode in which the terminal is communi- cating, the core network apparatus which is connected to the terminal keeps itself connected to the terminal.
