A mobile emergency response system is typically evolved from traditional mobile network system. It consists of BTS (Base Transceiver Station), BSC (Base Station Controller), MSC (Mobile Switching Center), and VLR (Visitor Location Register). The emergency response system communicates with centralized HLR (Home Location Register), other emergency response systems, or traditional mobile networks via satellite. This invention proposes new emergency response system architecture. The emergency response system is divided into two network elements (NEs), one NE is sitting in a centralized location while the other NE is portable either in vehicles or in human carried backpacks. The portable NE contains BTS, BSC, and PPD (PBX, PTT, and Dispatch). PPD connects calls via extensional number and provides Push to Talk and Dispatch functions that are extremely important for emergency use. The centralized NE interacts with traditional mobile networks and centralized HLR. The portable NE can work independently without connection to centralized NE. With this architecture, the portable NE can be packed within a backpack, operated via battery, and can locally loop calls among different wireless technology phones, e.g. CDMA or GSM.
