A mobile fall restraint one person tie-off cart on four wheels, a towing handle with a combined brake system, counter balance weights and an attached pivoting arm aided by a tension spring / adjustable chain system, for use on rooftops. The counter balance weights are provided and added to the cart basket and are tied down with an attached chain and snap-hook system. This arm is attached to one of the long sides of the cart basket, by pivot points on the cart, so as to be able to be rotated downwards into a horizontal position or upwards into a vertical position. This abovesaid invention is made of steel and welded at all joints.
