ABSTRACT OF THE DISCLOSURE An apparatus used in conjunction with the plurality of belts for securing mobility devices to the floor of a mass transit vehicle. The apparatus sits within an opening placed in the floor of the mass transit vehicle and lies flush thereto. The apparatus includes a port which cooperates with a retaining end of a securement belt. When the retaining end of the securement belt is placed in a first orientation it is free to enter the port of the device. Once it has entered the port of the device, the retaining end is rotated 90 degrees thereby preventing its exit from the port of the device.
