The modular toy building system uses extruded foam rods which cooperate with foam cross connectors designed to receive up to four rods. Each cross connector includes two connecting sleeves or tubes of a length for receiving and securing a foam rod either end thereof while leaving a central port unobstructed by the rods. One sleeve has been deformed and inserted through the port of a second sleeve and positioned such that the ports overlap. This produces a stable cross connector for cooperating and releasably receiving a foam rod in each end of a sleeve. Preferably, sleeves which cooperate to form a cross connector have a securing gap passing axially through the sleeves, which gap forms part of the central port of each sleeve. This gap can receive a pinning member joining two or more stacked connectors. Preferably, the central port of each sleeve is oval.
