ABSTRACT OF THE DISCLOSURE A fibrous element comprising an elongated structure having a fibrous core with the fibres arranged in random orientation. The core is stiffened and enclosed by a fibrous crust integral with the core and formed as a surface layer of greater density. The element is of particular value in manufacturing cigarette tips where it has the advantage over the prior art of not requiring an initial paper wrap and has good filtration and hardness.
