The mat (11) is formed by treating the paper (13) with an adhesive, depositing the paper (13) onto a conveyor (15) and compressing the paper (13) between rollers (16) and drying the paper (13) using dryers (19). The mat (11) may also incorporate seed (31) or other additives such as fertilisers, herbicides or pesticides.
