A continuous cover for open bodies of liquid has three or four modular elements - cell, float, cap, and anchor float. The cell of the cover has a central ovoidal or spheroidal cupola to provide strength, in a hexagonal horizontal edge wall surround. The edge wall has two levels each of three adjacent sides, so one can rest on the other, the cells can also be stacked on top of each other. The lower hexagonal wall incorporates two pins in its outer sides to engage apertures in upper hexagonal wall outer sides of neighboring cells. Floats have upper threaded protrusions which engage apertures in the middle sides of upper and lower walls, secured in place by threaded caps engaging the threaded protrusions. The floats also have lower wells to receive the upper protrusions so the floats are stackable. Anchor floats which are deeper and have a sealable side aperture to admit liquid, may also be used to weight or ballast the cover. The cover in place provides a substantially gapless insulating layer with a dead space over the liquid.
