A multi-channel communications network includes a host computer, a controller, at least one base station and a plurality of remote terminals which communicate with the base stations via RF communication. Each base station has a plurality of communication channels which can be used to communicate with the remote terminals. Each base station also uses a control channel to communicate with the remote station to indicate which of the plurality of communication channels is to be used to transmit the information. A channel history is kept for each of the plurality of communication channels such that selection by the controller of the channel for communication can be based not only on whether the channel is presently clear but also on the success rate of that channel in the past. The controller includes the capability of comparing various channel histories to determine which channel is most desirable. In another embodiment of the present invention a power management communication protocol allows battery powered terminals to remain in a sleep condition until a predetermined time wherein all terminals wake up. Each terminal executes a random backoff before requesting that the base station provide a list of terminals with messages pending. After the first terminal has requested this list from the base station, no other terminals make this request but instead listen to the message sent back to the first terminal after its request of the pending message list. Terminals awaiting messages remain awake while those not awaiting messages can return to sleep.
