A converted product which is particularly high both in bulk and in perceived softness is produced by pre-embossing the plies of a web individually, joining the plies and calendering and again embossing. In another example, the pre-emboss step is carried out at a first station at which some calendering is also effected, further embossing being effected at a subsequent station. In yet another example, embossing is first carried out on the web of plies and subsequently further embossing and calendering are concurrently effected.
