A network service provision system and method for advanced intelligent networks uses a hierarchy of three structures: service building blocks, features, and services. Services are defined in terms of features. Features are defined in terms of building blocks. The building blocks are simple software defined procedures requiring a set of parameters. The features are decision graphs built from building blocks using data. Services are then built using a subscriber profile from combinations of service building blocks and feature decision graphs together with the subscriber profile and support data. As new services can be defined using data, loading new services can be accomplished in service control points without interrupting services already active.
